State program to enforce work zone speed limits takes effect

People who work on and near roads and bridges doing construction and repair have some of the most dangerous jobs there are. Much of the danger comes from drivers who are frustrated about having to slow down, stop or take detours. Too often, they ignore posted speed limit signs and instructions given by those directing traffic in these areas. In 2018, there were over 1,800 work zone crashes in Pennsylvania and 23 fatalities.

Starting this month, Pennsylvania is taking additional steps to help keep these workers safe. A law passed in 2018 authorized the Automated Work Zone Speed Enforcement program. Electronic devices mounted on vehicles can detect and photograph speeding vehicles when workers are present in active work zones. Motorists can be fined without ever being stopped by a police officer.

Digital message boards warn drivers that they're approaching a photo enforcement area. These have already gone up on Interstates 80 and 81. More will follow on state roads and the turnpike.

Drivers who are caught going 11 miles per hour or more over the work zone speed limit will receive a warning letter within 90 days of their first violation. If they are caught a second time, they'll be fined $75. If they have a third (or subsequent) violation, the fine increases to $150.

Pennsylvania Secretary of Transportation Yassmin Gramian says, "Ultimately, this program is not about issuing violations. It's about saving lives." Other states have similar work zone speed monitoring devices.
